Compliance
E-Tech is:
Registered with and in compliance with Washington State’s Electronic Product Recycling Program
On October 5, 2007 Ecology adopted amendments to WAC 173-900 and to WAC 173-303 Dangerous Waste Regulations. These rules impact the sale and recycling of Covered electronic products (CEPs) in Washington State. For more info: http://www.ecy.wa.gov/programs/swfa/eproductrecycle/index.html
In order to participate, recyclers like E-Tech must follow the regulations set forth by the Washington Materials Management and Financing Authority. For more info: http://www.wmmfa.net/
DOD compliant
The United States Department of Defense (DOD) and National Security Agency, through the Defense Security Service (DSS) established a Clearing and Sanitization Matrix commonly referred to as DOD 5220.22-M. The matrix is a schedule of how information is removed, deleted, or cleaned from various materials.
In the case of Hard Disk Drives this involves a “data wipe”. E-Tech follows the guidelines set forth in DOD 5220.22-M when we wipe our client’s personal data from a HDD. More information is available from the National Industrial Security Program Operating Manual.
HIPPA compliant
The Health Insurance Portability and Accountability Act (HIPAA) was passed by Congress in 1996 to set a national standard for electronic transfers of health data. At the same time, Congress saw the need to address growing public concern about privacy and security of personal health data. The task of writing rules on privacy eventually fell to the U.S. Department of Health and Human Services (HHS). After several modifications, DHHS issued the HIPAA Privacy Rule.

E-Tech follows the EPA’s Guidelines for Materials Management
“US EPA does not have, or plan to have, a certification program for electronic recyclers.” – United States Environmental Protection Agency.
For more information about the Guidelines for Materials Management (PDF).
It is important to note:
EPA assigns an EPA Waste Generator Identification Number to companies that handle regulated wastes. Due to the diverse processes and the type of equipment, not all electronic recyclers are required to have an EPA ID number. The Identification Number is used to track wastes from one generator to another. It is not a permit, certification, or any kind of EPA approval of their activities. For more information on Waste Generator Identification Numbers, visit the EPA Waste ID Number page.
…and yet there are companies that claim to be EPA Certified or EPA Registered. What else are they not telling you?
